An increase in Government sales ie, in

present circumstances, no indication of an increase in individual consumption. It is an indication merely that preventive measures are for the time being increasing the smuggler's risk, and therefore lessening the advantage of cheapness which leads consumers of the poorer classes to

prefer the contraband to the legitimate article.

3. You are aware that large quantities of

Persian and Turkish opium are being shipped to ports in the Far East. Reports on the subject have been made in Confidential despatches from this Government of the 21st April, 19th May, 17th July, 21st August, 29th August, and 4th September; and there are doubtless many shipments regarding which this Government receives no information. I may mention that the Peninsular ard Oriental Steam Navigation Company have very recently carried 150 chests of Persian opium in the 8, 8. "Kalyan" from Bombay to Kobe.
